Weather
It was overcast and snowing anywhere from a half inch to an inch an hour. Winds were calm and the snow fell mostly straight down.
Snowpack
There was 4-5" of new snow around 2pm that was fairly well bonded to the crusts below. I couldn't get this snow to move or slough, but I as also on terrain below 30 degrees. If you were in steeper terrain or in an area where the wind had drifted the new snow into a stiffer slab, I'd wager that it would be more reactive. Most snow surfaces below the new snow on sunny aspects and lower elevations are an ideal bed surface of hard, slick crusts.
