Overcast sometimes wind down low, constantly blowing up high and transporting snow

Dug on a NE aspect at 9700’. Total height of snow is 165 cm, I dug down approximately 100cm. The top 15 cm is fist hard followed by another 15 cm at 4 finger hardness, the rest of the snow is one finger hardness. 60 cm down within the one finger hard slab there is a ice hard layer with obvious graupel beneath. Both CT and ECT test failed on 2-3 taps at the bottom of the fist hard layer, but no propagation with the ECT test. I did get the CT test to fail on 26 taps at the top of the crust buried 60cm down. I would classify the test results as resistant planar as it was clean, no energy and didn’t easily slide off. I did a PST test below the crust in the graupel layer which didn’t fail at all. Also of interest as I climbed out of the pit over top of the snow I just shoveled out I did get a small collapse.
